Victor Hwang
President and Chairman of Board
Mr. Hwang is the majority shareholder, Chairman and President of Primeline. Mr. Hwang is Executive Director of the family-controlled Chyau Fwu Corporation. The Hwang family’s core business includes property development and hospitality, and is headquartered in Hong Kong with substantial property and other investments in Hong Kong, Singapore, Beijing, Taiwan, London, France and elsewhere. Mr. Hwang holds a BSc in Business Administration.
Dr. G. Ming Wang
CEO
Dr. Wang holds a PhD in Geology from Imperial College, London. He joined Primeline in January 1994 and was appointed Vice President of Exploration in December 1996. Since then he has been responsible for all technical operations for Primeline, including the successful drilling operation of the Lishui 36-1 discovery well, and has been instrumental in negotiating all the operating arrangements. He was appointed as CEO in April 2006 and is responsible for all company operations. Dr. Wang has extensive knowledge of, and contacts within, China’s petroleum industry and regulatory bodies.
Brian Chan
Director
Mr. Chan is General Manager and Director of the Hong Kong Parkview Group Ltd. He has 40 years’ experience in international banking and commerce. He is a Certified Accountant. He is a Director of GZI REIT Asset Management Limited, listed on the Hong Kong Stock Exchange.
Alan Johnson
Non-Executive Director
Mr. Johnson has over 30 years of oil industry experience with various companies with particular management and operational experience in Africa, CIS and China. He was Chief Operating Officer for the Cluff Group of Companies from 1996-2000. He joined Glencore in 2000 as senior upstream oil manager for Glencore worldwide, looking after projects that included a 280,000 bblpd production venture and exploration projects in Africa and South America.
Peter C. Kelty
Non-Executive Director
Mr. Kelty has extensive experience in restructuring and financing major Asian regional corporations as well as advisory work for European and US multi-nationals. Mr. Kelty is a Certified Public Accountant and a member of the Illinois State Bar. He holds a Masters degree in Business Administration with a major in Accounting and is a Doctor of Jurisprudence.
Vincent Lien
Non-Executive Director
Mr. Lien has over 20 years’ experience in banking, specializing in corporate finance and capital management in Hong Kong, the PRC, Singapore and South-east Asia. Prior to retirement, he held various senior positions at major multinational banking institutions including Swiss Bank, Bankers Trust and ABN AMRO. IMr. Lien is currently a director of Wah Hin & Company; a Singapore incorporated private investment holding company, a director of the Maritime & Port Authority of Singapore, and a non-executive director of UP Energy Development Group Limited, CT Environmental Group Limited and Viva China Holdings Limited, each listed on the Hong Kong Stock Exchange. Mr. Lien obtained a Bachelor’s degree in Business Administration from the University of New Brunswick in 1986.
Timothy Baldwin
Non-Executive Director
Mr Baldwin is a partner of GEMS and has extensive experience in the oil and gas industry having been with BP between 1995 and 2008. In this time he worked in commercial roles focused on exploration and production, LNG, shipping as well as a number of the downstream businesses. His commercial roles included strategic planning, investment appraisal and corporate finance. Tim has been based in Hong Kong since 2005, but also worked in BP’s head offices in London, Singapore and Melbourne. Since 2008, Tim has run oil and gas investment for GEMS funds and through this time has developed broad relationships with industry participants across the region.
John Li
Interim CFO
Mr Li is the CFO (China) of Beijing Chyau Fwu Properties Company Limited. He has over 30 years experience working in various financial capacities for public and private companies. Mr. Li is a Certified Public Accountant qualified in Hong Kong and Australia, and graduated with a Masters in Practicing Accounting from Monash University in Australia. Mr. Li has previously served as interim CFO of the Company May 2013 until September 2014. He will serve on a part time basis on secondment from Parkview Group.
Andrew Biggs
Senior Vice President, General Counsel and Secretary
Mr. Biggs is qualified as a solicitor in England and in Hong Kong. Between 1981 and 1998, he was a partner of international law firm Richards Butler, both in Hong Kong and London, specialising in Hong Kong/Asian M&A and corporate finance transactions. He was involved in many of the early H-share listings of mainland Chinese companies on the Hong Kong Stock Exchange and dealt with numerous M&A and financing transactions in China. In 1998, Mr. Biggs joined Parkview Group (which group includes Primeline) as Corporate Affairs Director and General Counsel. In this capacity he has overseen all legal aspects of Primeline’s operations. Mr. Biggs has worked for Primeline full time since 2007.
Alan Soulsby
Senior Advisor
Mr. Soulsby is Senior Advisor to Primeline and acted as Technical Director from 1994 to 2016. He has had a wide and varied career in the petroleum industry including managing the global consulting firm ECL. He has managed many large integrated exploration and evaluation projects. Mr. Soulsby graduated from Oxford University with a degree in Physics in 1970, which he followed with a Masters in Geophysics.
Brian Thurley
Technical Director
Mr. Thurley is responsible for organising the exploration programmes plus ongoing evaluation work and development supervision and has over 35 years’ G&G experience in international oil and gas exploration and production projects. Prior to joining Primeline in 2014, he was International Exploration Manager for Monument Oil and Gas, Technical Director for Burren Energy, and Technical Advisor for Bayfield Energy.s field. He graduated from Imperial College.
Mark Norman
General Manager, China Office
Mr Norman has over 25 years of experience in project management. He spent 15 years as a commercial manager for contracting organisations in the UK before moving to work on the development of a series of major international projects. He has overseen the successful delivery of over a number of projects worldwide and has expertise in the delivery of complex projects. In June 2012 Mr Norman was appointed Project Director for the LS36-1 development, based in the Shanghai office.
